Macon Office
Thomas E. Driver, P.E., is the President and CEO of GEC and manager of the Macon branch office. Tom earned a bachelor's degree in Civil Engineering from Auburn University and has over twenty years of experience in the geotechnical, environmental and construction materials testing fields. Tom is a member of the American Society of Civil Engineers (ASCE), the Georgia Society of Professional Engineers (GSPE), the Consulting Engineers Council of Georgia (CECG), the Georgia Onsite Wastewater Association (GOWA), the Society of American Military Engineers (SAME), and the Macon Board of Realtors Commercial Council. He is a Past President of the Macon Chapter of ASCE, past president of the GSPE Middle Georgia Branch, a past statewide President of GSPE, and has been Regional Vice-president and on the Board of Directors for CEC/GA. Tom was named the 1992 Young Engineer of the Year and the 1996 Professional Engineer of the Year in Private Practice by the Georgia Society of Professional Engineers. Tom is a Board Member of the Macon Economic Development Commission (MEDC) and is on the MEDCEN Foundation Business and Corporate Committee. Tom is a registered Professional Engineer in Georgia, North Carolina, Tennessee and Alabama.
Jon A. Spaller, P.G., is the Chief Geologist of the firm and manager of drilling services for the company. Jon graduated from the State University of West Georgia with a bachelor's degree in Geology, and has over twenty-five years of experience in the geotechnical and environmental consulting fields. Jon has extensive experience in subsurface explorations and geotechnical engineering evaluations for commercial and industrial developments and dams. Jon has been heavily involved in solid waste disposal facility consulting for the past 12 years, directing numerous hydrogeologic site evaluations for municipal solid waste and industrial solid waste landfills for municipalities and industry. He has directed compliance monitoring programs and assessment of corrective measures studies for numerous Georgia landfills and as also served as Construction Quality Assurance Project Manager for several Subtitle D disposal cell construction projects. He currently provides technical assistance to GEC professionals on solid waste, UST, and ESA projects. Jon is a registered professional Geologist in Georgia and Tennessee, and is a member of The Solid Waste Association of North America and the Georgia Groundwater Association.
Jerry B. Williams is the Construction Services Manager for the Macon office. Jerry has over 20 years experience in construction testing and construction management, providing construction quality control, construction quality assurance, construction management, and project superintendent duties. Jerry manages a staff of engineering technicians, is the GEC Radiation Safety Officer, and oversees the materials laboratory for the firm. Jerry is experienced in quality assurance/quality control testing and monitoring of soil, concrete, steel and masonry building materials. In addition, Jerry has served as chief of quality control on U.S. Army Corps of Engineers projects and as quality assurance representative for the U.S. Army Corps of Engineers on projects throughout Georgia. He has also worked in the general contracting field as a project manager and construction site superintendent.
Bob Hadden is the Environmental Services Manager for the Macon office. Bob graduated from the University of South Alabama with a bachelor’s degree in English and has over 30 years of experience in the geotechnical engineering and environmental fields. Bob provides project management, construction quality control, and geotechnical and environmental consulting services. Bob manages a staff of engineers, biologists, safety professionals and others in the performance of environmental services for the firm. During the last fifteen years, Bob’s environmental field experience has included Phase I and Phase II environmental site assessments, regulatory assessment and compliance auditing, field sampling and analysis by immuno-assay, subsurface investigations to assess soil and groundwater contamination, construction monitoring for remediation projects, asbestos and other hazardous material surveys. Bob also has experience in underground storage tank removal, site assessment and site remediation. Bob is treasurer of The Georgia Environmental Information Association (EIA) and is a member of the Macon Chamber of Commerce and the Georgia Water & Pollution Control Association.
Shannon Boswell, P.E. is a Senior Environmental Engineer for the Macon office. Shannon has over ten years of experience in a broad range of Civil and Environmental Engineering projects associated with assisting industrial and municipal clients with air, water, and solid waste regulatory compliance. Experience includes UST/LUST corrective action plans, site closures, design of in-situ soil and groundwater remediation systems, hazardous waste management, RCRA permitting and corrective actions, HSRA studies, environmental site assessments, and risk assessments. Shannon's responsibilities include corrective action plans, remediation plan development, design and implementation of site assessment and soil/groundwater remediation/free product recovery systems, coordination of drilling and sample collection, evaluation of analytical results, supervision of hazardous waste transport and disposal, report preparation, and negotiations and compliance with regulatory agencies.
Brigitte Moten is the Director of Marketing and Human Resources for the firm. Brigitte graduated from Georgia College and State University with a Bachelor’s Degree in Business Management in 1989 and has over 16 years experience in management and marketing. Brigitte’s experience includes development of Statements of Qualification, SF 330 federal proposals, marketing distribution campaigns, as well as handling all benefits and retirement and human resources records. She is a graduate of the Governor’s Mentor Protégé Program and is a member of the Society for Marketing Professional Services and numerous community boards of directors and civic organizations.
Columbus Office
Mark Carroll is a Senior Project Manager and the Branch Manager of the Columbus, Georgia office. Mark graduated from North Carolina State University with a Bachelor’s Degree in Construction Engineering and Management in 1988 and has over 17 years experience in project estimation, progress monitoring, financial accountability and scheduling utilizing Primavera Software. Construction administration projects include site civil commercial, industrial and residential development, municipal water/wastewater facilities, and solid waste landfills. Experience in project design includes; public, commercial, and industrial sites; parks and recreation design; municipal water and wastewater distribution/collection, collector and arterial roadways, design of storm water structures and BMPs. Mark is a member of the Society of American Military Engineers (SAME) and American Water Works Association (AWWA).
Kevin Strumpler, P.G., is a Project Geologist and manages Environmental Services in the Columbus branch office. Kevin graduated from Columbus State University in 1996 with a Bachelor of Science degree in Geology. Kevin is a member of the Geological Society of America (GSA), the National Ground Water Association (NGWA), the Georgia Geological Society (GGS), the Alabama Geological Society (AGS), and the American Institute of Professional Geologists (AIPG). Kevin has over seven years of experience in the environmental field, providing project management and environmental/geotechnical consulting services. His experience has included Phase I/II Environmental Site Assessments (including Georgia Environmental Policy Act (GEPA) and Department of Community Affairs (DCA) ESAs); Underground Storage Tank Closures and Corrective Action Investigations in Georgia and Alabama; geotechnical investigations; soil and groundwater sampling and remediation; deep foundation installation monitoring; emergency spill response; and consulting for Solid Waste Landfills. Kevin is a registered Professional Geologist in Georgia, Alabama, and Florida.
Fred Sharpe, P.E., (formerly the Vice President and Chief Engineer of Hill-Staton Engineer’s, Inc.) is the Geotechnical Engineering Manager for the Columbus branch of GEC. Fred received his degree in Civil Engineering from the Georgia Institute of Technology in 1966. He has over 35 years of experience in geotechnical engineering, environmental assessments, project management, building condition surveys, construction materials engineering, and quality assurance/quality control for governmental, institutional, industrial as well as commercial projects. Fred is a registered engineer throughout most of the southeast states including Georgia, Alabama, North Carolina, South Carolina, and Virginia.
Thomas J. Staton is the founder of and served as President of Hill-Staton Engineers for over 30 years. Tom is the construction services marketing director for the Columbus branch of GEC. Tom has over thirty years experience in the geotechnical and construction testing fields and has accquired professional certifications in several areas, including concrete field testing, radiation safety, and nuclear gauge safety. His expertise includes caisson inspection, fireproofing inspection, materials testing of concrete and soil, materials testing of asphalt, auger cast and timber pile monitoring, and geopier monitoring and testing. He also has experience in the administrative area of engineering working in client development, office management and quality control.
Atlanta Office
John A. Dietrichs, formerly President of SafTech Consulting, Inc., is the branch manager of the GEC Atlanta environmental office. John graduated from Rhodes College in Memphis, Tennessee, with a Bachelor’s degree in Economics. With over 25 years of experience in the fields of environmental remediation, consulting and training, he provides asbestos surveys, project design, construction management, Operations & Maintenance program design and management, and client-customized on-site training. Since 1981, John has been a guest lecturer for all asbestos-related training disciplines at Georgia Tech, and since 1985 at The Environmental Institute in Marietta, Georgia. In 1985-1986, John was a key consultant on the team that created the original national Asbestos Worker Training Program under an OSHA grant. Having worked as a recruiter in the nuclear power field in the 1970’s, in 1989-1990 he was involved with planning and conducting the removal of over 750 cubic yards of ACM during the decommissioning of the first commercial nuclear power plant in the U.S. at Shippingport, Pennsylvania. John also has experience in mold assessment and remediation, planning and coordinating Infection Control Risk Assessments during construction activities at medical facilities, and development of Emergency Response Plans and Integrated Contingency Plans for large manufacturing facilities. John is a member of ASTM International, and has participated on several committees developing standards in the asbestos field. He is a member of NIBS, and a former President (twice) for the Environmental Information Association, in which he remains active.
